The MSME Competitive (Lean) Scheme (MCLS) is a key government initiative launched by the Ministry of Micro, Small and Medium Enterprises (MoMSME), Government of India. Its core purpose is to elevate the global competitiveness of MSMEs by institutionalizing Lean Manufacturing principles across their operations. This involves implementing tools and techniques to significantly improve productivity, quality, and profitability.

The scheme focuses on:

  • Capacity Building: Training MSME personnel and creating a robust ecosystem of certified Lean consultants and experts.

The primary objective is to transform MSMEs into highly efficient and globally competitive units. The specific goals are:
  • Enhance Efficiency & Productivity: Systematically improving production processes to increase output per unit of input.
  • Waste Reduction (Muda): Identifying and eliminating the seven types of waste in manufacturing (e.g., overproduction, waiting, excess inventory, unnecessary motion, defects).
  • Improve Quality: Establishing robust processes to reduce defects and ensure consistently high-quality products.
  • Cost Reduction: Achieving lower operational costs through optimized material flows, reduced inventory, and minimized rework.
  • Foster a Culture of Continuous Improvement: Instilling the Lean philosophy (Kaizen) to ensure sustained operational excellence and flexibility for future growth.
All Micro, Small, and Medium Enterprises (MSMEs) belonging to the manufacturing sector are eligible, provided they are registered and possess a valid UDYAM Registration number from the Ministry of MSME.

Note: The scheme is focused on manufacturing enterprises, not service-sector MSMEs.
The scheme provides a structured, multi-stage approach for MSMEs to adopt Lean practices:
  • Basic Stage: Focuses on foundational Lean tools such as 5S (Sort, Set in Order, Shine, Standardize, Sustain) and Visual Workplace Management. This stage is about organizing and stabilizing the work environment.
  • Intermediate Stage: Builds upon the basic foundation, introducing tools like Value Stream Mapping (VSM), Standard Work, and fundamental TPM (Total Productive Maintenance). The goal is to analyze and streamline core processes.
  • Advanced Stage: Focuses on complex, systems-level integration of Lean. This includes the implementation of a Pull System (e.g., Kanban), setting up Cellular Manufacturing, and advanced problem-solving (e.g., Six Sigma integration). This stage drives significant, systemic improvements.
Successful completion of each stage is subject to verification and assessment.
The MSME Competitive (Lean) Scheme is implemented nationwide through specialized agencies on behalf of the Ministry of MSME. The primary implementing agencies are:
  • Quality Council of India (QCI)
  • National Productivity Council (NPC)
These agencies are responsible for managing the scheme, training assessors/consultants, conducting audits/assessments, and ensuring the effective, high-quality delivery of Lean consulting services to the participating MSMEs.
The implementation of the MCLS is a comprehensive process involving multiple, coordinated activities:
  1. Industry Awareness Programmes/Workshops: National campaigns (online/offline) conducted in collaboration with Industry Associations, MSME-DFOs, and Large Enterprises to maximize outreach.
  2. Training and Capacity Building: Specialized training for all stakeholders, including MSME Officers, Assessors, and Consultants, by Implementing Agencies (QCI, NPC) to ensure consistent and effective implementation standards.
  3. Handholding & Implementation: Providing on-site support to MSMEs for the practical implementation of Lean Tools across the Basic, Intermediate, and Advanced stages. This phase is concluded by a verifiable end-term assessment.
  4. Benefits/Incentives: The Ministry of MSME announces graded financial incentives for MSMEs upon successful completion of each stage, which includes the generation of a Lean ID, a Lean Pledge Level, and stage completion.
  5. PR Campaign, Advertising & Brand Promotion: Conducting a nationwide publicity campaign to popularize the benefits of the scheme and its successful participants.
  6. Digital Platform: Utilizing a dedicated, single-window digital platform to streamline all scheme processes, from registration to monitoring and final assessment.
The scheme operates on a cost-sharing model to make expert consultation highly accessible.

The financial structure is typically:
  • Government Contribution (Subsidy): The Government of India provides a substantial subsidy, generally covering up to 90% of the consultation fee for Lean implementation.
  • MSME Contribution: The participating MSME is responsible for funding the remaining portion (typically 10%) of the consultation fee, plus any required capital expenditure for machine/system upgrades.
This high subsidy rate is designed to significantly lower the financial barrier for MSMEs to engage expert Lean consultants and implement world-class practices. The exact details of the subsidy are notified by the MoMSME.

The ZED Certification envisages the promotion of Zero Defect Zero Effect (ZED) practices to achieve the following:
  • Quality Manufacturing: Encourage MSMEs to manufacture high-quality products using the latest technology and tools, constantly upgrading processes.
  • Ecosystem Development: Develop an ecosystem for ZED Manufacturing in MSMEs to enhance competitiveness and enable exports.
